Project Brief
In 2024, ACUDEN commissioned StratSol to conduct a rigorous child care needs and prioritization study with the objective of identifying service gaps, regional disparities, and population-based vulnerabilities across Puerto Rico. Through an integrated research design that combined quantitative analysis, stakeholder interviews, geospatial modeling, and survey data, StratSol mapped out the current landscape of supply and demand for child care services. The study produced actionable recommendations to improve equity in funding allocation, expand access for underserved groups, and guide the strategic development of the early childhood care system in Puerto Rico. It laid the groundwork for several policy shifts and directly influenced the design of the 2025–2027 State Plan.

- Designed and led a mixed-methods child care needs assessment covering all regions of Puerto Rico.
- Conducted data collection through parent and provider surveys, interviews, and public administrative datasets.
- Developed a geospatial prioritization model to visualize areas of critical need.
- Facilitated regional engagement sessions with stakeholders, including providers, parents, and municipal leaders.
- Delivered a full analytical report, interactive visualizations, and executive policy briefs.
- Provided technical assistance to help ACUDEN translate findings into strategic decisions and state planning documents.
